CST's Registration Guide in the Qualifying Category (version 2) sets the transitional route into the cloud market under the Cloud Computing Services Provisioning Regulations v4. CST approved it by decision 506/1445; in force 10 October 2023. Official source: CST Document-1551.

• The Qualifying Category lets a provider using a data centre in the Kingdom register and operate while it works towards Class A, B or C.
• Qualifying registrants may not serve government customers.
• Requirements include an Arabic application, an undertaking of compliance, the named data centre in the Kingdom, a plan to meet full-class requirements and compliance with the NCA's controls.
• To be confirmed: the Guide also states a one-year validity and an exclusion of the financial sector. Both points are being checked against the current version.
