About and methodology

Wadira is an independent, database-driven reference to Saudi Arabia's data-protection, cybersecurity and data-governance regime: the regulators, every instrument they issue, how the instruments rank, and what is changing.

How the content is checked

Every instrument record is checked against the issuing authority's own text (nca.gov.sa, cst.gov.sa, sdaia.gov.sa, rulebook.sama.gov.sa, cma.gov.sa, uqn.gov.sa and others) and carries a last verified date.
Where an official site cannot be reached from outside the Kingdom, the official text already hosted here or a named secondary source is used, and the record says so.
Each record separates three things: its lifecycle (draft, in force, superseded), any pending change (amendment or repeal proposed) and its legal force (binding, supervisory expectation, guidance).
Drafts are tracked from consultation to final text on the Consultations page; changes are logged on Updates; published enforcement rounds are on the Enforcement register.

Language

The Arabic text published by the issuing authority is the authoritative text. English versions hosted here are official translations where the authority publishes one, and otherwise unofficial translations or Wadira summaries. Each instrument page says which.

Update cadence

Records are re-verified on a rolling basis and the whole register is re-verified periodically. The most recent full re-verification was completed on 20 October 2026. The site-wide verification date is shown in the footer.

Independence

Wadira is published by Raksa.one Limited. It is independent of the Saudi authorities it covers and is not affiliated with or endorsed by any of them.
