The National Data Index (NDI) is SDAIA's results-oriented index for measuring how government entities manage data. It assesses three lenses:
Maturity: how well an entity applies best practice across 14 data management domains (people, technology, processes), with improvement recommendations.
Compliance: adoption of the NDMO Data Management and Personal Data Protection Standards.
Operational Excellence (OE): use of the National Data Platforms across 6 data management domains.
Assessments run in cycles on the NDI platform.
Third cycle: launched in December 2025, covering 214 government entities (SPA, 28 December 2025).
In the same month SDAIA honoured six entities and reported more than 300 government data management offices.
Key provisions
Compliance: Compliance. Adherence to the NDMO Data Management & PDP specifications, assessed in phases. The NDI scores entities against the NDMO specifications, it does not define its own specification codes.
Maturity: Data Management Maturity (0–5). Maturity of data-management practice across the domains on a 0–5 scale (Absence of Capabilities → Pioneer), assessed via a questionnaire on the National Data Governance Platform.
Operational Excellence: Operational Excellence. Efficiency and effectiveness of data operations, drawn from national data platforms.
